Water environmental planning and management at the watershed scale: A case study of Lake Qilu, China

摘要: Water environmental planning and management has become essential for guiding the water pollution control activities. Past water pollution control activities have been site specific, with little thought on water quality standard reaching at the watershed scale. Based on the watershed approach, a seven-step methodological framework for water environmental planning and management was developed. The framework was applied to water environmental planning and management of the Lake Qilu watershed in Yunnan Province, China. Results show that the reduction amount of total nitrogen (TN) under the plan is 1,205 tons per year so that the target of environmental capacity can be reached in 2020. Compared with traditional methods, the framework has its prevalence and could be generalized to analogous watersheds.

Application of ecosystem health cost-effect analysis in eco-planning in Guangzhou City, China

摘要: Ecosystem health has been a focal point and research frontier of applied ecology in recent years, increasingly used in urban ecological studies. To quantify the effect of ecological improvement from eco-planning, an ecosystem health assessment method is used in eco-planning evaluation and decision support in the urban eco-planning research of Guangzhou City of China. Based on features of an urban ecosystem, five factors such as vigor, organizational structure, resilience, ability to maintain ecosystem service, and influence on people s health were selected to develop the assessment indicator system. Then, to evaluate the validity of planning measures, a cost-effect analysis of the different scenarios on eco-planning was made, taking investment of the planned projects as the cost and ecosystem health state after implementing the scenarios as the effect. To establish priority of all the proposed planning schemes or countermeasures, variation of the ecosystem health state was evaluated when the investment of eco-environmental construction projects changes by ±10%, ±20% and ±50%, respectively. Thus, the order of importance of eco-environment construction projects to the urban ecosystem health state can be worked out, providing a reference for prioritizing the implementation of such urban eco-environmental projects. The study proved the trial value of an ecosystem health evaluation method in urban eco-planning research.

摘要: Starting from the reconstruction planning for the Chongyuan Temple in Suzhou Industrial Park, the planners explored the elements of contemporary Buddhism architecture planning and design in terms of the social multi-requirement, environmental utilization fitted for a given time and place, appropriate temple pattern on specification and institution, functional division for harmonic relationship between monks and laymen, etc. For realization of historic mission: carrying forward the cultural tradition and constructing harmonic society, this paper proposes some principles of creation, which have historical evidence and are keeping pace with the times.

Toward the development of process plans with reduced environmental impacts

Manufacturing process planning serves as a pivotal link between design and manufacturing. Process planning decisions play a critical role in determining the cost and environmental impacts associated with manufacturing. Past efforts to address environmental issues during process planning are briefly reviewed and potential approaches that can achieve reduced environmental impacts are then discussed. A proposed method is presented for environmentally conscious process planning. The method begins with an existing process plan, and then identifies impactful process steps, and associated design features, in terms of manufacturing cost and environmental impact. Alternative processes that can achieve these features are then considered to generate alternative process plans. These alternatives are then evaluated in terms of economic and environmental performance. The results of these evaluations are then used to generate a set of process plans that are non-dominated with respect to manufacturing cost and environmental impact objectives to produce a Pareto frontier. The proposed method is demonstrated using the manufacturing of a prosthetic hip shell as a case study.

On eco-planning for an eco-demonstration park (EDP) and sustainability

摘要: The background, concept, connotation, principles, and methods of eco-planning for an Eco-Demonstration Park (EDP) and sustainability were examined based on a case study of the Luhua EDP in the Chongming Island of Shanghai, China, which is an important part of Shanghai Eco-city planning and construction in the 21st century. By analyzing natural, social and economic conditions, calculating population using the land capacity eco-model, eco-function zoning, and eco-construction, an innovative eco-industrial structure and technical chain were formulated. A comprehensive eco-planning scheme for the EDP was proposed, including planning and management strategies for subsystems of efficient industry, good quality human settlement, high standard eco-construction and eco-tourism as well as effective environmental protection and attractive landscape. The EDP should be an area with coordinated and sustainable economic, social and environmental subsystems. Eco-planning for the EDP should be a very important part of eco-city planning and sustainability. The paper aims to set up a theoretical framework and practical basis for eco-planning and promoting harmony between human and nature.

摘要: 可佳是一个家庭服务机器人。硬件结构由一个可移动底盘、一个机械臂、两个相机构成;软件系统包括6个模块:感知、物体操纵、自然语言理解、运动规划、任务规划和整合决策。通过在线运行这些模块,机器人能够适应不可预知的动态环境。提出一个分层方法,将运动规划结果和神经网络结合,让机器人在执行动作时能够容忍传感器、齿轮间隙和人工干预造成的误差。在可佳机器人上验证了该方法,并让可佳在不断人为干扰下成功操纵微波炉烹饪爆米花。

Forecasting industrial emissions: a monetary approach

摘要: Forecasts of industrial emissions provide a basis for impact assessment and development planning. To date, most studies have assumed that industrial emissions are simply coupled to production value at a given stage of technical progress. It has been argued that the monetary method tends to overestimate pollution loads because it is highly influenced by market prices and fails to address spatial development schemes. This article develops a land use-based environmental performance index (L-EPI) that treats the industrial land areas as a dependent variable for pollution emissions. The basic assumption of the method is that at a planning level, industrial land use change can represent the change in industrial structure and production yield. This physical metric provides a connection between the state-of-the-art and potential impacts of future development and thus avoids the intrinsic pitfalls of the industrial Gross Domestic Product-based approach. Both methods were applied to examine future industrial emissions at the planning area of Dalian Municipality, North-west China, under a development scheme provided by the urban master plan. The results suggested that the L-EPI method is highly reliable and applicable for the estimation and explanation of the spatial variation associated with industrial emissions.

Family planning technical services in China

摘要: Family planning is a basic state policy in China. Its aim is to control population growth and to enhance population quality. Technical services are the key measures for implementing the family planning policy. In order to ensure that people use safe, effective, and appropriate contraceptive methods based on the government’s commitment, China has established countrywide family planning service networks down to the township level. The people can access various and convenient contraceptive services. In urban areas, all contraceptive services are free. The contraceptive prevalence rate in 2007 was 84.6%, the percentage of intrauterine device (IUD) was 52.3%, that of female sterilization was 32.3%, and that of vasectomy was 6.1%. This means that more than 90% of married childbearing couples were using long-term contraceptives. At the same time, the government gives priority to supporting research on contraceptive technology. Studies’ results have provided scientific evidence for development, introduction, and expansion of contraceptive methods, and also for establishment and revision of the technical guidelines. Great efforts have been made in promoting “human-oriented and client-centered” services during the recent ten years. Remarkable success has been achieved in improving the quality of technical services.

Enterprise-wide optimization of integrated planning and scheduling for refinery-petrochemical complex

摘要: This paper focuses on the integrated problem of long-term planning and short-term scheduling in a large-scale refinery-petrochemical complex, and considers the overall manufacturing process from the upstream refinery to the downstream petrochemical site. Different time scales are incorporated from the planning and scheduling subproblems. At the end of each discrete time period, additional constraints are imposed to ensure material balance between different time scales. Discrete time representation is applied to the planning subproblem, while continuous time is applied to the scheduling of ethylene cracking and polymerization processes in the petrochemical site. An enterprise-wide mathematical model is formulated through mixed integer nonlinear programming. To solve the problem efficiently, a heuristic algorithm combined with a convolutional neural network (CNN), is proposed. Binary variables are used as the CNN input, leading to the integration of a data-driven approach and classical optimization by which a heuristic algorithm is established. The results do not only illustrate the detailed operations in a refinery and petrochemical complex under planning and scheduling, but also confirm the high efficiency of the proposed algorithm for solving large-scale problems.

Development and challenges of planning and scheduling for petroleum and petrochemical production

摘要: Production planning and scheduling are becoming the core of production management, which support the decision of a petrochemical company. The optimization of production planning and scheduling is attempted by every refinery because it gains additional profit and stabilizes the daily production. The optimization problem considered in industry and academic research is of different levels of realism and complexity, thus increasing the gap. Operation research with mathematical programming is a conventional approach used to address the planning and scheduling problem. Additionally, modeling the processes, objectives, and constraints and developing the optimization algorithms are significant for industry and research. This paper introduces the perspective of production planning and scheduling from the development viewpoint.

Ant colony optimization for assembly sequence planning based on parameters optimization

摘要: As an important part of product design and manufacturing, assembly sequence planning (ASP) has a considerable impact on product quality and manufacturing costs. ASP is a typical NP-complete problem that requires effective methods to find the optimal or near-optimal assembly sequence. First, multiple assembly constraints and rules are incorporated into an assembly model. The assembly constraints and rules guarantee to obtain a reasonable assembly sequence. Second, an algorithm called SOS-ACO that combines symbiotic organisms search (SOS) and ant colony optimization (ACO) is proposed to calculate the optimal or near-optimal assembly sequence. Several of the ACO parameter values are given, and the remaining ones are adaptively optimized by SOS. Thus, the complexity of ACO parameter assignment is greatly reduced. Compared with the ACO algorithm, the hybrid SOS-ACO algorithm finds optimal or near-optimal assembly sequences in fewer iterations. SOS-ACO is also robust in identifying the best assembly sequence in nearly every experiment. Lastly, the performance of SOS-ACO when the given ACO parameters are changed is analyzed through experiments. Experimental results reveal that SOS-ACO has good adaptive capability to various values of given parameters and can achieve competitive solutions.

Offline motion planning and simulation of two-robot welding coordination

This paper focuses on the two-robot welding coordination of complex curve seam which means one robot grasp the workpiece, the other hold the torch, the two robots work on the same workpiece simultaneously. This paper builds the dual-robot coordinate system at the beginning, and three point calibration method of two robots’ relative base coordinate system is presented. After that, the non master/slave scheme is chosen for the motion planning, the non master/slave scheme sets the poses versus time function of the point u on the workpiece, and calculates the two robot end effecter trajectories through the constrained relationship matrix automatically. Moreover, downhand welding is employed which can guarantee the torch and the seam keep in good contact condition all the time during the welding. Finally, a Solidworks-SimMechanics simulation platform is established, and a simulation of curved steel pipe welding is conducted. The results of the simulation illustrate the welding process can meet the requirements of downhand welding, the joint displacement curves are smooth and continuous and no joint velocities are out of working scope.

An uncertain energy planning model under carbon taxes

摘要: In this study, an interval fuzzy mixed-integer energy planning model (IFMI-EPM) is developed under considering the carbon tax policy. The developed IFMI-EPM incorporates techniques of interval-parameter programming, fuzzy planning and mixed-integer programming within a general energy planning model. The IFMI-EPM can not only be used for quantitatively analyzing a variety of policy scenarios that are associated with different levels of carbon tax policy, but also tackle uncertainties expressed as discrete intervals and fuzzy sets in energy and environment systems. Considering low, medium and high carbon tax rates, the model is applied to an ideal energy and environment system. The results indicate that reasonable solutions have been generated. They can be used for generating decision alternatives and thus help decision makers identify desired carbon tax policy.

High-efficiency inspecting method for mobile robots based on task planning for heat transfer tubes in

摘要: Many heat transfer tubes are distributed on the tube plates of a steam generator that requires periodic inspection by robots. Existing inspection robots are usually involved in issues: Robots with manipulators need complicated installation due to their fixed base; tube mobile robots suffer from low running efficiency because of their structural restricts. Since there are thousands of tubes to be checked, task planning is essential to guarantee the precise, orderly, and efficient inspection process. Most in-service robots check the task tubes using row-by-row and column-by-column planning. This leads to unnecessary inspections, resulting in a long shutdown and affecting the regular operation of a nuclear power plant. Therefore, this paper introduces the structure and control system of a dexterous robot and proposes a task planning method. This method proceeds into three steps: task allocation, base position search, and sequence planning. To allocate the task regions, this method calculates the tool work matrix and proposes a criterion to evaluate a sub-region. And then all tasks contained in the sub-region are considered globally to search the base positions. Lastly, we apply an improved ant colony algorithm for base sequence planning and determine the inspection orders according to the planned path. We validated the optimized algorithm by conducting task planning experiments using our robot on a tube sheet. The results show that the proposed method can accomplish full task coverage with few repetitive or redundant inspections and it increases the efficiency by 33.31% compared to the traditional planning algorithms.

An overview of the environmental finance policies in China: retrofitting an integrated mechanism forenvironmental management

摘要: Considering the significant roles of the policies in developing environmental finance, an overview is conducted on the environmental finance policies (EFPs) in China. This paper analyzed the definition, scope, evolution and main instruments of EFPs. The implementation progress of financial activities on each instrument are investigated respectively. Then the experiences learned from and failures discovered in the development of the EFPs are discussed well recommendations for further improvement of the EFPs and their implementation are provided. Our study found that the EFPs have been established in China after a four-phase evolution since the early 1980s. The policies have played a critical role in leading to a rapid development in environmental finance by involving more financial instruments to accomplish the objective-led environmental plans. Driven by the policies, the new green credit (GC), green security (GS), and green insurance (GI) instruments have been phased in as supplements to the conventional command and control approaches to improve the environmental governance of financial activities and pollution sources. However, the market mechanism of financial institution is limited due to their defensive and incapable performance on implementation some of EFP instruments. To further strengthen the effectiveness of EFPs in facilitating environmental management, recommendations are made mainly on the aspects including developing more specific policy guidelines, enhancing information sharing and disclosure, providing sufficient economic incentives, establishing environmental liabilities with financial activities, and involving issues related to climate change, and biodiversity and ecosystem service.
